verb agreement with inverted sentences
The verb still agrees with the subject when the subject follows it.
When the subject follows the verb, the verb still agrees with that subject, not with the word that happens to stand first. There and here are not subjects.
Examples
Use There are two latches on the gate.
Use After the preface come three notes.
Avoid There is two latches on the gate.
