split infinitive
An adverb between to and the verb.
A split infinitive is not an error. Place the adverb where the sense is clear: to clearly state the fee. Do not twist the sentence only to keep to against the verb.
Examples
UseShe hopes to clearly state the fee.
UseShe hopes to state the fee clearly.
AvoidShe hopes clearly to state the fee. (If the split was the clearer order.)
