hyphen with adverbs ending in -ly
Whether newly elected takes a hyphen.
Do not hyphenate after an adverb ending in -ly: a newly elected chair, a carefully written brief. The -ly already marks the first word as an adverb. Hyphenate other compounds before a noun: a well-written brief.
Examples
Usea newly elected chair
Usea well-written brief
Avoida newly-elected chair
