agreement with fractions and percentages
Singular or plural verbs after half, two-thirds, percent, and like amounts.
After a fraction or percentage, let the verb follow the noun in the of-phrase when there is one. Half of the flour is gone. Half of the cookies are gone. Thirty percent of the crop was lost. Thirty percent of the voters were undecided. When no noun follows, treat the amount as singular: Two-thirds is enough.
